In a pot, sauté the onion in oil until translucent, add the minced meat and brown. Add ground paprika and tomato puree and sauté again. Pour in broth (if unavailable, use water and beef bouillon), add wine, crushed garlic, sugar, salt, and pepper, and let it simmer covered. Cook pasta in a large pot of boiling salted water with a drop of oil, then drain.
Thicken the sauce with cornstarch mixed in about 100ml of cold water and simmer for a while. Season to taste and add salt; the sauce should have a slightly stronger flavor, so don't skimp on herbs. Pour the finished sauce over the drained pasta, mix well, and let it soak for about 15 minutes. Pour the mixture into a large baking dish, sprinkle with grated cheese, and pour cream over it. Bake for about 45 minutes at 160 degrees.
