Cook the beans in salted water with two tablespoons of vinegar until half-cooked, then drain. Melt the butter, add the flour and mix to make a smooth roux. Gradually add milk to desired thickness and bring to a boil while stirring constantly with a whisk.

Add dill, Vegeta seasoning, salt, and reduce the heat. Simmer for about 20-25 minutes, stirring occasionally. Add sugar, two tablespoons of vinegar, cream, and drained beans. Season with soy sauce and ground black pepper. Let it heat through and serve with boiled potatoes and eggs.
